Who are we?
We are Foxridge Community – We the People, a group of neighbors who care about transparency, communication, and keeping our community connected.
We are not a homeowners association, and participation is always voluntary.
What is Foxridge Voices?
Foxridge Voices is our community magazine. It shares neighborhood news, events, stories, and helpful information created by and for residents.
Is this an HOA or connected to the Foxridge Civic Association?
No. Foxridge Community – We the People and Foxridge Voices are independent and not affiliated with, endorsed by, or connected to the Foxridge Civic Association or any official governing body.
Do I need to pay or subscribe?
No. There are no mandatory dues, fees, or subscriptions. Foxridge Voices is free and open to everyone online.
How often is Foxridge Voices updated?
We aim to update the magazine weekly to keep residents informed about what’s happening in the neighborhood.
Can I submit events or ideas?
Yes! We welcome submissions from residents who want to share events, announcements, or ideas that may be helpful or interesting to the community.
What is Neighbor Help?
Neighbor Help is a simple, voluntary, neighbor-to-neighbor space where residents can offer or request help, such as babysitting, pet care, errands, or assistance for seniors.
Is the content moderated?
Yes. Moderation helps keep the space respectful, friendly, and constructive for everyone.

Know Your Rights
Facts about the Foxridge Homeowners and Civic Association (FCA), based on public records. Foxridge Community - We The People is an independent group of neighbors and is not the FCA.
Is Foxridge an HOA?
No. Foxridge has no mandatory homeowners' association. The original Covenants and Restrictions, recorded by the developer between 1979 and 1986, never created an association with mandatory membership or dues.
Do I have to join or pay the Foxridge Civic Association?
No. Its own 1977 Articles of Incorporation (Article IV) state that residents "may become members... after submitting an application... and paying the annual dues." Membership is voluntary, and its 2026 Treasurer's Report lists the money it receives as "Membership Donations."
Who can vote at the Civic Association's January meeting?
Under its By-Laws (revised 1986), only "active members," meaning paid-up families, can vote. The annual meeting is held in January and must be advertised at each entrance at least five days in advance.
Can members see how the money is spent?
Yes. The By-Laws require the Treasurer to "make financial report at all meetings," and Florida law (Chapter 617, Florida Statutes) gives members of a not-for-profit corporation the right to inspect its records, including meeting minutes.
How can I check these facts myself?
Everything here comes from public records: the Florida Division of Corporations (search "Foxridge Homeowners and Civic Association" on sunbiz.org), the IRS Tax Exempt Organization Search (EIN 59-2575310), Clay County Official Records, and the Association's own documents. As of October 2026, IRS records show its federal tax-exempt status was automatically revoked in 2012, with no reinstatement listed.
Why is it called a "Homeowners" association?
The name dates back to 1977, but the Association was never a true mandatory HOA: no recorded declaration ever gave it the power to require membership or collect dues. The developer's restrictions, the last of which were recorded in 1986, expire under Florida's Marketable Record Title Act after 30 years unless they are formally preserved. At its 2016 annual meeting, the Association itself(President Jim Warfuel) declared that it was no longer operating as an HOA and to keep working they had become a civic association.
